The BEAMS team prides itself on its professionalism, customer focus, and the provision of independent and impartial cost and surveying services. Our team comprises Chartered Surveyors specialising in Minerals & Waste Management, Quantity, and Building Surveying, providing impartial advice relating to cost and repair.
Our services are essential for maintaining the Agency’s non-domestic rating list. BEAMS also extends its professional services to other government bodies.
BEAMS are responsible for the provision of surveying services encompassing a diverse portfolio of properties and specialist building structures, varying significantly in complexity and scale. Professionals within our team may be assigned to projects involving historically significant buildings, as well as unique and specialised structures such as lighthouses, government facilities, and nuclear sites.
As part of our core services, we specialise in two areas of surveying:
District Valuer Services (DVS) provide professional property advice across the public sector, including private and third sector clients involved in delivering public services and functions of a public nature. Our clients include the Central, Local and Devolved Government, Health, and Transport.
This role sits within the Transport sector. We work with major infrastructure providers including National Highways, Transport for Scotland, Welsh Assembly Government and HS2. We deal with all issues of compulsory purchase and compensation. We work as part of multi-disciplinary teams to deliver infrastructure projects from early scheme design to final settlement of compensation.
You will lead a team working at pace to meet increased client requirements, across a range of Compulsory Purchase casework including litigation cases. You will liaise directly with clients, deliver complex casework, provide technical guidance to clients and support caseworkers within DVS.
This exciting opportunity offers a dynamic blend of project management and leadership, overseeing high-profile casework for prestigious clients. As Sector Head of Transport, you’ll lead high-impact projects while shaping the future of DVS, providing strategic direction to a talented national team. You’ll play a key role in coordinating and leading the sector while actively contributing to the DVS senior leadership team and the broader senior leadership community across the VOA.
About you:
We would welcome applications from motivated and dynamic candidates with substantial estate management/valuation experience and strong technical knowledge who thrive on variety and are keen to make a difference. Strong and effective communication and negotiations skills are key to this role as well as a pragmatic solution focused approach.
The ideal candidate should be well organised and flexible, working on your own initiative and managing your own workload, able to manage changing priorities and resilient to the pressures of a busy and varied caseload; they will be a productive team member with a can-do attitude suitable for managing a diverse property portfolio. The candidate should be proactive and be able to spot and develop opportunities to maximise asset value.
You will have an RICS accredited degree with member level status of the RICS.
About the role:
The role covers all aspects of Estate Management, including lease renewals, rent reviews, new lettings, re-gears, valuations, acquisitions and disposals as well as general estate management, debt management and repairs, across a wide range of property types including commercial, operational and community assets. Candidates will be expected to liaise closely with other services to help them deliver their objectives through property solutions, as well as external stakeholders, community organisations and tenants.
About the team:
The Council has an extensive and diverse property portfolio which includes retail, light industrial, offices, leisure and community premises, arts venues, and a shopping centre located across the City. Our portfolio generates significant income which needs to be proactively managed to enable rental and capital growth. The Estates team is a small but busy commercially focussed unit working across this portfolio providing estate management, valuation and property advice.
